App that was working in 13.0 does not start with 13.1.
16.1.9

Set to 32 bit - it is ok.

I have not re installed 16.1.9.  -It remained across the update.

Anyone else with this issue?

ALSO -I created a NEW application with no legacy code and the same issue occurred.
