This is the patch that is required by all 3rd party libraries for Delphi 10.3:

I'd like to emphasize that this is due to a *Delphi issue* (when they released Update pack 2 for Delphi 10.3) not an IntraWeb issue.

Please make sure that you have Delphi 10.3.2 installed (i.e. Delphi 10.3 + Update Pack 2) plus the runtime package patch as mentioned above.

I have succeeded to recover. I removed Bootstrap and TMS packages.
Reinstalled IW15.1.7 and TMS. After that everything works ok again.
