As Chad mentioned, it's likely to be something on your machine which is blocking the debugger. I suggest that you check Windows Defender and/or any other AV software that you have installed. Each executable built with a different version and compiler is different, and your AV may have flagged it.
I manually tested both 32-bit and 64-bit in Delphi 10.1 Berlin and they both work correctly. And I just tested it again with 15.2.21 and the new build 15.2.22 that we are releasing
