IMO, if the patch after 10.3.2 fixed things as it should, Delphi 10.3.2 + Patch should be binary compatible with Delphi 10.3.1 (and that way, all packages would load in BOTH IDEs).

However I can't confirm that right now. Maybe Marco Cantu or some EMB employee can.

All our environments have been upgraded to latest Delphi 10.3.2 + Patch so it is not feasible to test it either.
