Well, that depends. Do you want fixed-sized arrays, or dynamic arrays? Delphi supports both.

Yes, Delphi's Smallint type is the same as Java's Short type.  Note that there is a Short type defined in Delphi's Windows unit, which is an alias for Smallint.  And modern versions of Delphi also have an Int16 type in the System unit, which is an alias for Smallint, too.
