I tried in another computer with windows server 2022. The behavior is the same, nothing start in SA mode, nothing happen in service mode. No file log is generated.
The error in the windows log is the same.
Any ideas?

Are both Windows servers the 2022 "core" edition, with no desktop?

The first one is core version and the second has the desktop but the result is the same

I just tested it in both: Windows 2022 core and windows 2022 desktop.
All http.sys services start normally.
I could recreate the problem that you mention if the service is built without a license, or using an expired license. Have you checked your license to see if it is expired?
Another point is: are you using a network or mapped drive to store the service binary?

If your license is fine, please build a new http.sys project executable and make it available to me somewhere (you can send an email with the download link to alexandre at atozed dot com). I'll test it in my own server.
