It is not possible to query the groups count without downloading the actual groups list. But a groups list may contain post counts, see the LIST ACTIVE and LIST COUNTS commands for that.

The NNTP protocol does not have any official server-side search commands. The only official option is for the client to enumerate and download individual posts and then search them locally.
A server-side SEARCH command was proposed back in the late 1990's, but it was never standardized. It is unlikely that any NNTP server ever implemented it, but it is possible to query a server if that feature exists via the CAPABILITIES command.
