I am wondering about what I should post here, what in the Gitter chat and what in the GitHub issues/pull requests. Is there any sort of guideline?

Github for code issues - ie requests, pulls, etc.. but not disucssions.

Forums / Gitter - Discussions. As to which, its your choice. Gitter is better for back and forth chat, forums better for threaded conversations.
