We have neared 1000 concurrent sessions in production A number of times lately ( happens when big new updates come out and people flock to see ) ... and no problems... 32bit even, so limited on ram. Running on older 2012 XEON based servers and 2012 R2 server and the likes.... no one complains about speed / resources or anything of the likes. Just when our bugs pop out at them.

We are probably pushing the limits soon on 32bit as the main developer has a number of sloppy code issues ( he hates delphi so refuses to learn ) and has a few ugly memory hogging DB related routines ( like pulling down a million records at a time to process ) but thats OUR issue.. not IW.

I use this:
WebApplication.NewWindow(UserSession.PDFpath+UserSession.DocsName);
Example C:\\ myapp\\bin\\wwwroot\\example.pdf
The doc is in the location and when not an error appears.
This works in debug, not as service or release app.
What do I mis?

There's a demo with a example of how to show a pdf file in a modal window, maybe it would be a alternative

Check the apps permissions to the files.
