This can only happen if the server is inactive and then you make it active again. IW doesn't do that

I suggest you turn on the exception logger and see what is that. I don't think it is the IW server.

Do you have any other thing running which connects to something else? a server or a client?

My guess is that you are trying to send something (i.e. you have some process which is using another Indy client) and this is the one failing
