I don't know if this is \The way\. Certainly not the only way. There are multiple ways. IW works fine with Wine on Linux but I don't have a comparison about the performance (i.e. how the same app behaves in terms of performance when running on Windows vs Linux+Wine). As everything that is \emulated\, The Wine layer certainly has some performance impact, but I can't precise how significant it is, because it depends on so many other factors.
Regarding the proxy/load balancer, any OS is fine and has very little influence. You can use a proxy on Linux and the application on Windows and vice-versa, or both using the same OS without any issues.
