As I mentioned before when you asked about servers, you need a full server instance but even a VPS will work. VPS instances are really cheap, often you can get them for $10/month but often the windows license is extra. Shared Windows servers are not very common any more.

Ionos has Windows VPS at $10 + $20 for windows license.. others are cheaper but at some point the cheapness just creates too small of memory etc... Im sure you can find cheaper but not sure at what specs and how much ram.
