Http.sys only: Fixes incompatibilties when depoloying on Windows 2022 and using HTTPS. Multiple Set-Cookie header fields would cause the response to be rejected with ERR_HTTP2_PROTOCOL_ERROR (on WebKit browsers, similar error on Firefox)
