Safari and Chrome do not respect the ClipRegion flag of an IWRegion

Bug Description:

Safari and Chrome do not respect the ClipRegion flag of an IWRegion. The problem can be seen when a TIWMenu is dropped in a region.  Safari and Chrome does not show the drop downs in the menus, where FireFox and IE 8 work as expected.
