Development Snapshot Stablizing Again

In recent weeks the development snapshot was put under a lot of trauma to bring the new FCL build online with out dependencies on VCL.NET.

This work is nearing completion and the development snapshot is becoming stable again. The Win32 version is quite stable, while the VCL.NET version is still failing a few tests, and the FCL build still failing about a dozen tests. We are actively working on bringing the test failure count down to 0 for all three builds.
