New .NET FCL Build

A new FCL build has been released after some major reworking.

There are two .NET builds. One is for Delphi.NET (VCL.NET) and one is for non Delphi environments (FCL build). The big news is that the FCL builds no longer require any Borland or VCL assemblies! So for you C# and Visual Basic.NET users, all you need now is one assembly, Indy.Sockets.dll.
